If the BBC Executive wishes to launch a new BBC service, then it must seek approval from the Trust.
A Public Value Test is required before any significant change can be made to the portfolio of BBC services.
Following a public value test in 2007 the Trust approved the Executive's proposals for on-demand access to BBC content which resulted in iPlayer.
Following a public value test in 2009 the Trust decided not to approve a proposal from the Executive to launch an online local video news offering.
